Admiralty is part of the Central and Western District on Hong Kong Island. The north shore of Hong Kong Island is one of the densest business areas in the city: the MTR Island Line runs from Kennedy Town to Chai Wan, the trams ("ding dings") between Kennedy Town and Shau Kei Wan, and many businesses trade from upper floors of office blocks and older tenement buildings. The south side is known for beaches, trails and fishing harbours such as Repulse Bay, Stanley and the Aberdeen typhoon shelter, which get busy at weekends and on public holidays. Hong Kong summers are hot and humid, and typhoons and rainstorms come mostly in summer and autumn; when the Observatory issues signal No. 8 or above or a black rainstorm warning, many businesses close until it is lifted.

This is just like an American DMV, you need to wait for 3 hours just to get a driver’s license. They charge the premium price but provide abysmal service

Staff extremely polite and efficient, however queue for Direct Issue licence was full of professional queuers submitting on behalf of others, leading to long wait times. Queued up here twice, once on my lunch break and had to leave to get back to work. Second time, I queued up on the final appointment time on Friday afternoon, and I was leaving with my licence within 90 mins - recommend this for others who need their licence but don’t want to take a half day from work. Ultimately, the best solution would be to have a separate queue for agents acting on behalf of others so regular applications from HK residents can be processed in a quick and efficient manner. Alternatively, a digitalised process for this application would also be a big improvement. Once again, I can’t fault the staff in the office as they were very polite and professional, however the overall process is fundamentally flawed.

I was actually very surprised how efficient this was. I've heard horror stories of hours of waiting but 10am on Thursday morning I waited for 15 mins. I was then very pleased to find out they take FPS as I have lost my EPS card so they have some additional payment methods now too. The lady was very helpful and efficient.

I spent a total of 3.5 hours at the Transport Department to get my driver’s licence despite having an appointment. While the staff were polite and professional, the entire process is painfully outdated for a city like Hong Kong in 2026. The system remains heavily manual and paper-based, with long standing queues even after booking. I waited 1.5 hours just to see an officer, and many people came prepared with portable chairs. After that, it took another 2 hours before my name was called again to pay and complete the process. A major contributing factor seems to be the large number of agents handling multiple clients in bulk. This appears to significantly inflate the workload for what should be straightforward individual applications. Normal citizens end up bearing the brunt of the inefficiency. Hong Kong sets high standards in so many areas. it’s time the Transport Department improve its processes with better digital systems and queue management. The demand is clearly overwhelming, and the current setup no longer matches the city’s calibre. A serious revamp is needed.

I wish I had read the reviews before coming here. I showed up assuming a government office in Hong Kong would be orderly. That was totally naive on my part. I once thought the DMV is already notoriously bad, but now I experienced the true hell. What I walked into was a total madhouse, and it is still exactly the same nightmare people have been describing for years. Nothing has improved in December 2025. Similar to others, every online appointment for the next 70 days are gone since I tried to book in October. I decided to take my chance to walk in and I came all the way from Sheung Shui since this is the only office that would direct issue full DL from a foreign license. I left home at 6:45am and arrived in front of the office at 8:30 a.m. Morning slots (80 of them) for the day long gone. Luckily (or unluckily?) I became verbal numbers 23 for the 2 p.m. afternoon session (meaning there are already 103 people in front of me half an hour before the office opens), and my 10 hour torture began. From the street to the third floor, the entire place is overrun by professional place-holders (mostly elderly, there since 6 a.m.). A group of middle-aged women with files and folders in suitc
